AB - [Purpose] Following the enactment and implementation of the Korean Sign Language Act, public sign language interpretation, which started in 2019, has reached 4 years and is expected to continue to expand. However, there have been few studies on public sign language interpretation that have been approached in terms of public languages so far. Considering the impact of public sign language interpretation on deaf society, the scope of public sign language interpretation and publicity standards need to be presented. [Method] By focusing on previous studies relating to the public provision of sign language this study suggests its scope and standards are by considering the definition and categories of public language, public language standards, and diagnostic criteria. [Results] Public sign language interpretation can be defined as “sign language interpretation and sign language translation of public information targeting an unspecified number of deaf people”. The scope of public sign language interpretation is presented by theme. The central government, local governments, and affiliated public institutions provide sign language interpretation and sign language translation of information that is disclosed to a large number of unspecified citizens. In the broadcasting industry broadcasts are interpreted or translated in sign language, in the field of education classes in which deaf students participate as well as materials used in educational activities are interpreted in sign language, in the field of academics conferences, academic journals, and related materials are translated in sign language, in the field of disability, there are sign language interpretation services for social welfare corporations and organizations for persons with disabilities approved by associations and related organizations. Also, all deaf people related materials are translated in sign language. The standards of publicity were presented as 'accuracy' and 'communication'. In presenting specific features, use of space in Korean sign language, non-manual signals, etc. were reflected. In addition, the characteristics of public sign language interpretation, which started in Korean and was produced in Korean Sign Language through simultaneous interpretation, were also considered. 'Visual convenience' as an item of appropriateness is related to institutions that provide public sign language interpretation, considering the use of language which is perceived and communicated visually by the deaf. [Conclusion] Inorder to apply publicity standards to the provision of sign language, further researchshould be actively conducted to clarify the use of Korean sign language in publicsettings . Additional studies on various aspects of public sign language arenecessary so that the discussion on securing information access rights for the deaf community can be revitalized.
