ABSTRACT

[Purpose] In this study, a Delphi survey was conducted to derive a mid- to long-term plan for communication support for the people with developmental disabilities, as suitable for the field. [Method] Opinions on communication support for the people with disabilities were initially collected from a comprehensive literature analysis, from focus group interviews, and from survey results. The opinions of experts were then collected through two rounds of a Delphi survey. [Results] The mid- to long-term plan for communication support for people with developmental disabilities was presented in a paper that reported on th second Delphi survey(which further developed the results from the first Delphi survey). This paper sets the goal as the“establishment of a communication support system to guarantee the rights of people with developmental disabilities and expand social participation”. The plan consisted of five areas, 17 tasks, and 45 strategies. [Conclusion] Based on the results of the study, several aspects of a mid- to long-term plan for communication support for people with developmental disabilities in Korea were discussed, and the implications of related policies were debated.
