AB - Due to the significant benefits that blockchain can bring, the level of importance of blockchain has been compared to the role of the Internet in the early 1990s. It is time to introduce a research that can empirically guide how a process for new or upgraded information systems should be prepared with Blockchain in various application areas. In this paper, we would like to show the introduction of Blockchain technology as an alternative to fundamentally eradicate corruption in the HR recruitment process of public institutions requiring national fairness. In order to prevent corruption and fraudulent behaviors throughout the personnel and recruitment process, this paper designed the workflow and node configuration connected to the Blockchain for the following processes and unit tasks: HR recruitment notice registration, HR Recruitment disclosure, HR evaluation score management, HR recruitment interview evaluation process, HR recruitment interview evaluator selection, securing appropriateness for HR recruitment interviewer selection, personnel recruitment final candidate selection. The design science framework and design guidelines were applied for system design. In addition, the most urgent and important three areas such as post-prevention of recruitment score, fairness of selection of interviewers and job posting compliance were selected as the main scope of development and implemented on the Blockchain among the various types of hiring irregularities that occurred in the selection process such as job posting, document screening, written examination, interview, and decision of successful applicants.
