Survey of Avian Status and Habitat Management Measures in Representative Development Areas of the Northern West Sea – Focusing on Songdo Area –

The research area, located in the northern coastal region of South Korea’s West Sea, involves three bird habitats. Among these are two newly established habitats in Songdo International Business District, created by filling and developing tidal flats that were previously utilized as stopover sites for migratory birds. One of these areas showed decrease (Residual tidal flats, site.1) while the other showed increase (Artificial lake, site.2) in bird influx. The third habitat (Namdong reservoir, site.3) is a pre-existing stable habitat which has been maintained as a stable habitat. This study conducts an assessment of habitats based on avian population clusters and environmental surveys and proposes habitat management measures. A survey of bird populations and habitat environments was conducted for a total of 39 occasions from January to December 2022. The observed bird species totaled 14 families and 48 species with 20,760 individuals. Compared to the existing habitats, the newly established habitats showed relatively lower influx of bird species and individuals. During the habitat assessment, the newly established habitats were rated as I to II grade, while the existing habitat was rated as relatively high III grade on the grading assessment of the tidal flat. An analysis of habitat types revealed that the existing habitat, in which diverse strategies for habitat type diversity and mitigating anthropogenic interference were demonstrated, attracted a diverse range of bird species. Through this research, it was deduced that the diversity of habitat types plays a significant role in attracting various bird species. Upon evaluation of habitat types concerning the habitat characteristics of the bird species selected for habitat management, as habitat management measures, it is deemed that the creation of shielded green areas (referred to as ‘buffer green’) to minimize interference from the surroundings, the establishment of reed fields (site.1, 2) positively correlated with reservoirs, and the improvement of sandbanks (site.1) positively associated with tidal flats, the two relations which we drew from correlation analysis between occurrence species and habitat types, would contribute to the future restoration and maintenance of stable habitats. The results of this study can be applied not only to the study area but also to other development zones, such as coastal reclamation sites, which share similar geographical and environmental characteristics, including arrival sites for migratory birds.

In response to the periodic occurrence of cyanobacterial blooms in Korean freshwaters, various types of cyanobacteria removal technologies are being developed and implemented. Due to the differing principles behind these technologies, it is difficult to compare and evaluate their removal efficiencies. In this study, a standardized method for evaluating cyanobacteria removal efficiency was proposed by utilizing the results of removal operations using a mobile cyanobacteria removal device in the Seohwacheon area of Daechung Reservoir. During removal operations, the decrease in chlorophyll-a(chl-a) concentration (ΔChl-a) in the working area was calculated based on the amount of collected sludge, the efficiency rate, and the concentration of chl-a. Additionally, the required working days (WD) to reduce the chl-a concentration to 1 mg/m3 in the target area was calculated based on the area of the target zone, the maximum daily working area, and the efficiency rate. A method for calculating the cyanobacteria removal capacity was proposed based on the reduction rate of chl-a concentration in the water before and after the operation, the treatment capacity of the removal technology, and the water volume of the target area. The cyanobacteria removal capacity of the mobile cyanobacteria removal device used in this study was 6.64%/day (targeting the Seohwacheon area of Daechung Reservoir, approximately 500,000 m2), which was higher compared to other physical or physicochemical cyanobacteria removal technologies(0.02~4.72%/day). Utilizing the evaluation method of cyanobacteria removal efficiency presented in this study, it will be possible to compare and evaluate the cyanobacteria removal technologies currently being applied in Korea. This method could also be used to assess the performance and efficiency of physical or physicochemical combined cyanobacteria removal techniques in the "Guidelines for the Installation and Operation of Algae Removal Facilities and the Use of Algae Removal Agents" operated by the National Institute of Environmental Research.

Korea’s multi-purpose dams, which were constructed in the 1970s and 1980s, have a single outlet located nearthe bottom for hydropower generation. Problems such as freezing damage to crops due to cold water discharge and an increase the foggy days have been raised downstream of some dams. In this study, we analyzed the effect of water intake depth on the reservoir’s water temperature stratification structure and outflow temperature targeting Hapcheon Reservoir, where hypolimnetic withdrawal is drawn via a fixed depth outlet. Using AEM3D, a three-dimensional hydrodynamic water quality model, the vertical water temperature distribution of Hapcheon Reservoir was reproduced and the seasonal watertemperature stratification structure was analyzed. Simulation periods were wet and dry year to compare and analyze changes in water temperature stratification according to hydrological conditions. In addition, by applying the intake depth change scenario, the effect of water intake depth on the thermal structure was analyzed. As a result of the simulation, it was analyzed that if the hypolimnetic withdrawal is changed to epilimnetic withdrawal, the formation location of the thermocline will decrease by 6.5 m in the wet year and 6.8 m in the dry year, resulting in a shallower water depth. Additionally, the water stability indices, Schmidt Stability Index (SSI) and Buoyancy frequency (N2 ), were found to increase, resulting in an increase in thermal stratification strength. Changing higher withdrawal elevations, the annual average discharge watertemperature increases by 3.5℃in the wet year and by 5.0℃in the dry year, which reduces the influence of the downstream river. However, the volume of the low-water temperature layer and the strength of the water temperature stratification within the lake increase, so the water intake depth is a major factor in dam operation for future water quality management.

The Ministry of Agriculture, Food and Rural Affairs has been promoting policies to strengthen the functions of rural centers (culture, welfare, economy, education, etc.) and to ensure that services from the centers are delivered to and connected to hinterland villages. For this policy purpose, the rural center revitalization project and the basic living base creation project within the rural development projects are being promoted. However, in the process of carrying out the actual project, as the focus is on strengthening the functions ofrural centers, service delivery and connection with hinterland villages are not being actively promoted. therefore, in this study, we analyze the projects previously carried out in Jeoksang-myeon, Muju-gun and the regional status, analyze the reasons why hinterland village services were not connected and activated, and propose a direction forthe second phase of the basic living base creation project to be carried out in the future. As a result of analyzing the reasons for the failure of hinterland village services to be activated, problems such as disadvantages in accessing services due to dispersed residence in rural areas and limitations in topographical structure, and the lack of a service delivery system to develop demand in hinterland areas were found to be problems. Improvement measures were derived as follows. First, it is a stepping stone construction plan proposed to overcome topographical limitations. Establish a stepping base that will function as a service intermediate terminal to ensure efficient service delivery. Second, for a rational decision-making structure, we proposed a plan for deploying communication channels that could closely collect local opinions by operating various small-scale communities along with the efficient composition of a resident committee that includes residents of the central and hinterland villages and various classes. Third, it is a virtuous cycle of local manpowertraining plans that train local residents into professional instructors. We aim to complete a sustainable, residentled service supply system by nurturing the most important service deliverers, that is, activists, in service delivery.

Development and Utilization of Evaluation Methods for Offshore Wind Farm Landscape Quality Assessment

In Korea, the technical techniques for assessing visual impacts are standardized, but the methods for assessing the marine landscape itself are not standardized and need to be improved. In particular, in the landscape impact assessment of offshore wind power generation in Korea, it is necessary to recognize the landscape itself as a receptor and prepare a system that can evaluate the characteristics and sensitivity of the landscape. In this study, we propose an evaluation method for preparing a marine landscape quality assessment document that reflects the project characteristics of offshore wind power projects, and examine the possibility of utilization by applying it to actual project sites as an example. To evaluate the quality of marine scenery in offshore wind power projects, evaluation items of landscape characteristics, physical characteristics, and socio-cultural characteristics were evaluated based on the preliminary survey contents, and the quality of marine scenery was divided into five grades. Next, the evaluation criteria of the evaluation items were synthesized and the quality of the marine landscape was classified into preservation grade (grade 5), semi-preservation grade (grade 4), buffer grade (grade 3), semi-improvement grade (grade 2), and improvement grade (grade 1). In addition, the Sinan-Ui Offshore Wind Farm, an actual project site, was randomly selected to conduct the evaluation process and examine its utilization. This study aims to complement the existing method of visual impact assessment in offshore wind power projects and evaluate the quality of the marine landscape itself to effectively conserve marine landscape resources during offshore wind power projects. Rather than relying on mechanical and quantitative evaluation, this study is expected to be used as a basis for comprehensive understanding of the location and socio-cultural characteristics of the project site and for communication and cooperation with stakeholders.
