Research Ethics Regulations

Enactment: March 2, 2013

(Preamble)

Members of Korea Youth Activity Research Association (hereinafter referred to as members) establish a theoretical system for youth activities through research in the field of youth activities and academic exchanges between domestic and foreign academics and field experts, and endeavor to develop academically and foster experts in youth activities in Korea. In fulfilling this role, members pledge to abide by the following regulations to recognize that behaviors according to their conscience have a significant impact on the field of youth activities, and in accordance with this document, the following provisions are made to pledge the highest ethical and professional conduct and earn trust from society.

 

Chapter 1: General Provisions


1. [Purpose] This regulation is to ensure fair research ethics for articles published at Korea Youth Activity Research Association (hereinafter referred to as 'the Association'), and to prevent behaviors that violate research ethics in advance.

2. [Subject of Application] This regulation is for all articles published (hereinafter referred to as 'article') such as articles published (scheduled) in Studies on Korean Youth Activity published by the association and the conference presentation (oral, poster presentation, and academic conference articles’ collection).

3. [Definition of Terminology] Actions against research ethics (hereinafter referred to as 'unfair actions') refer to forgery, alteration, plagiarism, self-plagiarism, and unfair articles author labeling actions performed in the publication and publication of thesis is as follows.

(1)'Forgery' refers to the act of creating false data or research results that do not exist.

(2)'Modification' refers to the act of distorting the thesis content or results by artificially manipulating research materials, equipment, and processes, or by arbitrarily modifying or deleting data.

(3)'Plagiarism' refers to the use of other people's ideas, research content, and results without a legitimate citation.

(4) The term "self-plagiarism" means the reuse of a large portion of a copyrighted paper already published in the same language in another journal without explicit citation or reference

either as it is or with only slight modifications.

(5)'Indication of unfair author' has two meanings. The first is the case where the author qualification is not granted to those who have made scientific or technical contributions or contributions to the contents or results of the research without a justifiable reason. Second, it refers to the act of granting author qualification to a person who has not contributed or contributed scientific or technologically for reasons of appreciation or courtesy.

 

Chapter 2 Responsibilities as an Ethics Committee


4. [Function] The committee deliberates and decides on the following items to ensure the ethics of research.

(1) Matters concerning the establishment and operation of systems related to research ethics

(2) Matters concerning the receipt of reports of unfair behavior, the composition of the investigation committee and the appointment of investigation members

(3) Matters concerning the protection of the informant and measures to restore the honor of the investigator

(4) Matters concerning the preliminary investigation and processing of the results of this investigation and follow-up measures

(5) Other matters requested by the chairperson 

5. [Composition] The committee consists of no more than 5 members. The chairperson is a person recommended by the board of directors and appointed by the chairman. Includes one of the editorial boards, the chairman of the academic committee, and one expert in the field recommended by the president.

6. [Meeting] The committee shall comply with each of the following items.

(1) The chairperson convenes a meeting of the committee and becomes its chairman.

(2) The meeting is decided by the attendance of more than half of the enrolled members and the approval of more than half of the attending members.

(3) When the chairperson deems that the agenda for deliberation is insignificant, he or she may submit an objection to the written deliberation.


Chapter 3 Responsibilities as Members


7. [Basic Policy] Members as experts and responsible individuals comply with each of the following items.

(1) We value fairness and integrity.

(2) Refrain from damaging others.

(3) Maintain the accuracy and objectivity of research results.

(4) Research-related interests must be disclosed and acted accordingly.

 

Chapter 4 Research Ethics Verification


8. [Reporting and Receiving Unfair Behavior] The Committee may receive reports in any possible way, such as in writing, telephone, or e-mail, and it is a principle to receive reports in real name. However, in the case of anonymous reports, endeavor to receive the title of the thesis and the details and evidence of specific misconduct in writing or by e-mail.

9. [Investigation Period] The Committee shall comply with each of the following clauses in performing its duties.

(1) The investigation must be initiated within 30 days from the date of receipt of the report.

(2) The investigation shall be completed within 90 days from the start date of the investigation, including the judgment.

10. [Request for Data Submission] The Committee may request the informant, investigator, witness, and reference person to submit additional data, and in this case, the investigator must comply.

11. [Protection of the Rights of the Informant and the Investigator and Observance of Confidentiality] Under no circumstances shall the identity of the informant be exposed directly or indirectly, and the informant's name shall not be included in the report of investigation results for the purpose of protecting the informant unless absolutely necessary.

12. [Guarantee of Right to Objection and Pleading] The Committee shall equally guarantee the right and opportunity to state opinions, raise objections, and pleadings to the examinee, and shall inform the relevant procedures in advance.

13. [Judgment] Committee shall comply with each of the following clauses in performing its duties.

(1) The committee shall report the contents of the investigation and the results of the objection or defense, and notify the informant and the investigator.

(2) It consists of a vote on the results of the investigation, and in this case, the decision is made with two-thirds or more of the vote.

(3) If the informant or the investigator disagrees with the results of the investigation by the Committee, he or she may request a reconsideration by submitting a statement stating the reason within 15 days from the date of notification of the results.

 

Chapter 5 Disciplinary Actions


14. [Disciplinary Measures] If there is a disciplinary suggestion from the committee, the president of the association shall take disciplinary measures by determining the level of disciplinary measures by referring to the following items.

(1) [Caution] Notify all authors of the article about the unfair act, and take measures to be careful when writing the article in the future.

(2) [Warning] All authors of the manuscript are notified of the unfair behavior, and the previously published manuscript is withdrawn, and caution is taken when writing the manuscript in the future.

(3) [Censure] All authors of the article are notified of the unfair behavior and the previously published article is withdrawn. The lead author of the article cannot submit the article to the Association for two years.

(4) [Severe censure] This fact is notified to the head of the association and all authors of the article in an official letter, and all authors of the article cannot submit an article to the Association for 3 years. In the case of article plagiarism, after the above measures, the president of the Association sends a letter of apology to the authors of the original article.

15. [Operation Rules] Other details necessary for the operation of the committee will be determined separately after deliberation by the committee.

 

Supplementary provisions: These regulations were enacted on March 2, 2013. This regulation has been in effect from the day it was promulgated.

Regulations on Research Misconduct

 

Enactment: June 9, 2013

 

Chapter 1: General Provisions


Article 1 (Purpose)

The purpose of this regulation is to reinforce research ethics by setting the standards for research misconduct, operation, and disciplinary action for articles submitted and published in The Journal of Youth Activity, an academic journal of Korea Youth Activity Research Association.

 

Article 2 (Ethics Committee)

The Research Ethics Committee of The Journal of the Korean Youth Activity is formed to deliberate and decide on matters in the regulations.

The chairperson of the Research Ethics Committee convenes and presides over the Research Ethics Committee when a research misconduct is proposed by the Editorial Committee

The members of the Research Ethics Committee are composed of no more than 5 members in total. Members are recommended by the editorial committee and commissioned by the president of the Association.

 

Chapter 2 Research Misconduct


Article 3 (Targets of Research Misconduct)

Research fraud is targeted at articles and submitted documents and materials submitted and published in The Journal of Youth Activity.

Article 4 (Simultaneous Submission)

Submitted articles cannot be submitted to other domestic or foreign journals simultaneously or duplicated regardless of whether they are preceded or followed.

 

Article 5 (Duplicate Publication)

Papers published in other domestic and foreign journals cannot be duplicated.

When submitting a research report or a part of a doctoral or master's thesis as it is, or modified or supplemented, the fact must be stated.

 

Article 6 (Plagiarism)

Plagiarism deliberately refers to academic ideas, opinions, expressions, research results, etc. that have been deliberately published through all written media such as domestic and foreign academic journals, academic conference papers, research reports, master's and doctoral thesis, books, magazines, and the Internet. It refers to the act of describing content without acknowledging the source.

Plagiarism applies even if the researcher is the same as the author of an already published paper (self-plagiarism). However, even if the academic knowledge or research results that are already common and used are not considered as plagiarism, even if they are described without citations.

 

Article 7 (Forgery and Falsification)

Forgery or falsification encompasses the act of intentionally expressing data used in research, figures of results, photos, etc. differently from the truth.

1. Forgery refers to the act of creating false data or research results that do not exist.

2. Falsification refers to the act of distorting research contents or results by artificially manipulating research materials, equipment, processes, etc., or by arbitrarily modifying or deleting data.

 

Chapter 3 Deliberation and Decision Procedure


Article 8 (Judgment of Research Misconduct)

If there is a report on research misconduct inside or outside the Association, the chairperson of the editorial board must convene the editorial board to collect related data and confirm the credibility of the report.

When the chairperson of the editorial board confirms the credibility of the report, it is submitted to the Research Ethics Committee as an agenda item for review.

The chairperson of the Research Ethics Committee gives the researcher an opportunity to explain in writing within a period of two weeks in advance for the proposed agenda prior to deliberation.

In principle, the Research Ethics Committee makes a unanimous decision on whether or not to conduct research misconduct.

 

Article 9 (Processing of Disciplinary and Result)

The person who violates the research ethics shall be notified of the following disciplinary action.

1. Membership expulsion

2. Prohibition of thesis submission to the Journal of the Korean Association for Youth Activities

3. If the manuscript is published, the manuscript will be deleted, and the manuscript scheduled to be published will be rejected.

4. Notify related organizations of the violation of academic research ethics

5. Any other disciplinary action deemed necessary

-Research ethics violations must be announced on the website after a two-week objection period.

-The details of disciplinary measures 2, 3, and 5 in Paragraph 1 are notified in the name of the editor-in-chief after a resolution by the Research Ethics Committee, and the details of disciplinary measures 1 and 4 are notified in the name of the president after approval by the board of directors.

 

Article 10 (Objection)

A researcher who is judged to be a research misconduct may raise an objection only once within a month from the date of notification if the research ethics committee's decision or the reason is judged to be unreasonable.

The Research Ethics Committee may deliberate on the validity of the objection and reconfirm or revise the resolution.

 

Addendum

This regulation will take effect from the date of enactment.
