Bio-information is information on unique physical characteristics and behavioral traits of an individual which recognize directly that individual like fingerprint, signature, blood vessel pattern, face, voice, iris, gene, etc. Because bio-information consistently and directly recognizes a person through itself, the protection of bio-information is very important. Moreover, unlike other information such as name, address, personal identification numbers(PINs), password, bio-information has extraordinary nature that it is not able to be changed and that it is in combination with that person while living. Then, biometrics is the automated technique of measuring a physical characteristic or personal trait of an individual and comparing that characteristic or trait to a database for purposes of recognizing that individual. Biometric scanning is also used for verification, which involves the authentication of a person's claimed identity from his previously enrolled pattern. Simultaneously, to solve or prevent against problems caused by development of biometric technologies, we also must research and review cases and legislations of each country in connection with bio-information and prepare adjustment of our related legislations to harmonize these regulation approach. Recently, adjustment of legislations on collection and utilization of bio-information is so important theme, as a matter of course. But, because, until now, there are few countries which have completed legislations on bio-information protection, a wide variety of comparative studies on the protection of bio-information as personal information are necessary. We have to perform research and development to introduce and foster biometric technologies as well as standardization of biometric technologies while adjusting our related legislations on collection and utilization of bio-information.
