Background: It is important to check whether the currently implemented youth policy is being implemented according to the basic plan, and a comprehensive analysis including summative and process evaluation elements is needed. Purpose: The purpose of this study is to present basic data in establishing strategies for the basic plan to be established in the future by reviewing and inspecting the plans and procedures shown in the policy execution process of the 6th Youth Policy Basic Plan. Methodology: From 2018 to 2021, established in accordance with the 6th Youth Policy Basic Plan, youth participation and rights areas were selected from the central administrative agency's youth policy implementation plan, and content analysis was conducted according to the analysis framework composed of previous studies. Findings: As a result of the analysis, the number of projects decreased in 2021 compared to 2018, but the project budget increased. There were 20 projects that showed specificity in budget changes, of which only four specified the reasons for the change. In terms of whether performance goals are achieved, a number of projects without performance indicators and projects with changed performance indicators were confirmed. As a result of examining four indicators corresponding to the areas of participation and rights among the main indicators of the current basic plan, two decreased and two increased in 2020 compared to the existing score. Five legal amendments were confirmed as factors of internal and external change. Conclusions: In order to ensure the continuous operation of the project according to the basic plan, it is necessary to continuously organize an appropriate budget, and if changed, it is necessary to clarify valid reasons. In addition, efforts should be made to set more valid performance indicators in order to implement projects and verify their effectiveness that meet the purpose of each policy.
