Youth Workers’ Experiences and Required Competencies under COVID-19

Background: Under COVID-19, youth institutions and facilities were required to prevent infections and preemptive responses to youth. Among youth workers, the perception that youth activities should be changed as existing face-to-face activities and participation is limited, and various countermeasures have been sought according to the conditions of youth institutions. Organizational changes caused by environmental changes affect the thinking and behavior of members of the organization. To effectively adapt to environmental changes and respond to challenges, efforts to identify and develop not only the experience of the members of the organization but also their competencies are required. Purpose: The purpose of this study was to explore the experiences and required competencies of youth workers under COVID-19. Methodology/Approach: Eight youth workers who experienced the COVID-19 situation were selected as participants in the study. Data collection was conducted through interviews from November 26 to December 11, 2020. Findings/Conclusions: First, it was found that the difficulties caused by COVID-19 stem from the demand for youth workers to develop and operate unfamiliar non-face-to-face activities. Second, it was found that as youth activities proceeded non-face-to-face, access to programs could increase and an environment in which students can concentrate on programs could be created. Third, to effectively deliver youth activity programs in an online environment, youth workers need to cultivate the ability to develop non-face-to-face youth instructional content. Fourth, it was found that effective guidelines and policy support to implement youth activities newly required after COVID-19 are needed. Implications: It was necessary to develop and implement a re-education program for youth workers, add a non-face-to-face activity area to the subject for youth instructor qualification examination, manage changes in youth institutions, and conduct research to comprehensively understand the youth field. Also, a study on the digital competencies of youth leaders and a method to improve the effectiveness of youth programs in non-face-to-face environments were needed.

The Influence of the Authentic Leadership of Youth Facility Representatives on the Satisfaction of Youth -Mediated by Youth Leader's Perception Satisfaction-

Purpose: The purpose of this study was to verify the effect of the youth facility representative's authentic leadership on the satisfaction of the youth participating in the activity, and to investigate the effect of the youth instructor's perception satisfaction as a medium. Methodology: Youth centers, youth culture centers, youth activity promotion centers, and other youth facilities that are easily accessible are selected, and 279 youth instructors and selected institutions have participated in or participated in activities within the last 6 months. It was conducted with 308 youths who are in the process. Findings: A total of 587 data were used for the final analysis using a measuring tool for the authentic leadership of youth facility representatives, the impact on the satisfaction of the youth who participated in the activities, and the satisfaction perceived by youth instructors, and the following results were obtained. Firstly, the results of the research hypothesis were adopted as a result of analysis of the research hypothesis through the structural equation model in the effect of the authenticity leadership of the youth facility representatives on the perception satisfaction of the youth instructor and the satisfaction of the participating youth. Secondly, it was found that the self-awareness of the authenticity leadership of the representative of the youth facility was the highest correlation between the job self and colleagues of the youth leader's satisfaction with the perception. The relationship between the leader of youth facilities' authenticity leadership and participation in activities and the satisfaction of youth's satisfaction with the program, the facility's satisfaction, and the leader's satisfaction with the transparent relationship, and the job and the remuneration's satisfaction with the leader's satisfaction in relation to the awareness satisfaction of youth leaders' participation in activities. Thirdly, the results of the sobel-test analysis were conducted for accurate verification of how the perceived satisfaction of the youth leader in the relationship between the leader of the youth facility and the activity participation youth satisfaction level, and it was found that the perceived satisfaction of the youth leader was significant and played a partial role in the relationship between the leader's authenticity leadership and the activity participation youth satisfaction level. Conclusions: As the result of this study, it was confirmed that the awareness satisfaction level of the youth leader and the authenticity leadership of the representatives of youth facilities were the main predictors affecting the satisfaction level of the youth who participated in the activity. Also, based on the structural relationship model, it was also shown that the awareness satisfaction level of the youth leader interacting directly with the youth rather than the authenticity of the youth facility's representative. Especially, it is meaningful that the authenticity leadership of the youth facilities representatives interacted with the youth participating in the activities. Through this research, the influence of the representative's authenticity leadership in youth facilities on the satisfaction of youth participation and awareness among youth leaders was known. However, it was difficult to find a prior study that was handled directly, so, various youth facilities presented authenticity leadership considering representatives and middle managers.

Study of a Survey on Youth Leaders’ Perceptions of NCS-based Recruitment

Background: This study began on the background that it would be necessary to prepare measures for the revitalization of NCS-based recruitment in the industrial sites of the youth system. Purpose: Concerning NCS-based recruitment, this study aims to draw implications from the youth leaders recognized by the industrial sites of the youth system through a survey of their overall perceptions of NCS-based recruitment. Methodology/Approach: The data used in the “development of a tool for the standardization of interviews on NCS-based recruitment in the field of youth guidance” of the 2020 Counseling Industrial Skills Council (ISC) were employed, and the survey was conducted with 100 youth leaders working at youth institutions. Findings/Conclusions: The results of the analysis are as follows. First, it turned out that they conducted competency-oriented recruitment, e.g. They employed persons of talent appropriate for the relevant duties. They were satisfied with the overall recruitment process. They considered the relevant duties and the aptitudes of workers. And yet, they perceived that for existing employees, competency-oriented job training would be required. Second, more women than men recognized that the method of employment was fair. The order of the fairest ways to employ youth leaders was recruitment through career or job experiences, recruitment through various interviews, and recruitment through employment-type internships. As for the process of employment to be enhanced in recruitment, the order of priority was the enhancement of competency-oriented recruitment, regular recruitment method through employment-type internships, and investigation through depth interviews. As for the items of the previous evaluation of youth leaders, the order of priorities was passion, responsibility, trust, motivation, confidence, and interest in the job. Third, as for the perceptions of blind recruitment, about 62% needed blind recruitment, and the order of the items to be blinded was the region of origin, age, English grade, school of origin, photo, and credits. Fourth, as a result of the Locus for Focus, the order of higher priorities for competency-based recruitment was problem-solving competency, interpersonal relations ability, and vocational ethics in professional basic abilities. Implications: Through the above results, this study presented theoretical implications in terms of providing theoretical NCS-based basic research and practical implications for the introduction of the NCS base.

Searching for the direction of youth activities through a survey on youth actual conditions-focusing on youth in Gyeonggi-do

Background & Purpose: The purpose of this study is to find the direction of youth activities based on a survey on youth activities in Gyeonggi Province. Methodology/Approach: To this end, a survey was conducted on 2153 adolescents about the degree and level of their participation in activities. Findings/Conclusions: The results are as follow. First, there was a difference according to age in the level of youth participation in youth activities, and the channels to know youth facilities were through friends and seniors and juniors, and youth club activities, volunteer activities, and general activities were highly engaged. Second, the regrets of youth facilities were lack of diversity in programs, lack of programs that can represent the region, and lack of publicity. Third, it was found that participation in youth activities was recognized as meaningful and important. Fourth, the activities that the region wanted to provide were highly demanding for activities that enhance psychological self-esteem, activities that enjoy comfortable rest and leisure, and volunteer activities for the socially disadvantaged. Fifth, satisfaction expectations for the activity areas provided by youth facilities were different according to gender, age, and region. Sixth, as facilities that were desired to be built in the region, the need for career experience-oriented facilities and sports specialized facilities was most demanded. Seventh, it was possible to perform various activities non-face-to-face, but showed difficulties in how to handle necessary equipment and develop non-face-to-face activities. In addition, youths in northern Gyeonggi and southern Gyeonggi showed differences in the facilities they wanted to be built in the region. Implications: As a result of this, Gyeonggi-do youth's participation in activities and direction of youth activities were suggested.
