Analysis and Improvement of Certification Criteria (Common Area) for the Certification of Youth Activity Programs

ABSTRACT

The purpose of this study is to derive the method of qualitative evaluation of the constitution of the program (Common Criteria 1) except the safety standards and the problem of quantitative evidence, focusing on improving the problems in the operation process of the youth training activity certification system. In order to accomplish this goal, we confirmed the direction of improving the operating regulation of the certification system by analyzing the content of the certification program and analyzing the perspective of the certification audit process. The results of the study are summarized as follows. First, there is a systematic problem of the certification activity program presented by field youth leaders. Second, the certification program should provide the qualitative validity of the content as a certain content by properly and legitimately deliberating the contents presented by the developer, but it is difficult to make a clear judgment because the regulations are ambiguous in the field review process. In order to improve this, the standard of the certification screening factor (Common Criteria 1) was newly proposed.
