Ordinary things that have been taken for granted are not anymore in 2020. Youth activity is one of them. The youth activity program, which had been conducted in various forms in the field, temporarily stopped as the institution was closed. However, local governments, schools, youth institutions and facilities, civic groups, and youth participation organizations attempted to expand offline-centered activities into online spaces. As such, it is now necessary to approach the current situation not a paused time, but as an opportunity to expand the youth activity space through online and offline, This study examined aspects of domestic and foreign policy related to untact education and activities for adolescents by period of COVID-19 outbreak. In order to examine the current status of Korean adolescents in adapting to the online environment, adolescent information and communication application abilities were analyzed, focusing on the 2018 Youth Competency Index. In addition, through the case of a youth-centered untact online roundtable discussion recently conducted mainly in the local community, a plan for the development of youth participation activities was sought by combining online and offline. Based on this process, an opportunity of activity will be attempted aiming at rearing general majority of adolescents rather than a specific minority as active citizens in a friendly participating space through expansion to an online platform while overcoming the current difficulties in which offline-centered activities and participation are limited.
