ABSTRACT

This study analyzes the background and operational structure of South Korea’s Asylum Interpreter Certification System, which has been implemented since 2021, and evaluates its institutional achievements and limitations to propose future directions for improvement. Although interpreting plays a critical role in safeguarding the rights of asylum seekers during refugee status determination procedures, the relevant infrastructure in the country has been criticized for its lack of institutional foundation. This study examines how the current system has been structured, focusing on the sequential procedures — screening tests, tailored training, certification examinations, post-certification training, and appointment — and presents these procedures as a cohesive framework. In addition, it compares this model with certification and training models in other major countries to assess its relative stage of development and derive policy implications. The analysis finds that the system has established a basic foundation for managing interpreting quality by linking training and testing. However, it still lacks institutional maturity and practical consistency when compared to broader frameworks for public service interpreting. This study seeks to contribute theoretically and practically to the development of a more robust system that enhances the public interest and accessibility, professionalism, and sustainability of asylum interpretation.
