Background: It is necessary to study the experience of developing online programs for youth leaders based on academic theories in the long-term and continuous non-face-to-face situation of COVID-19. Purpose: Based on the 12 factors of Caffarella interaction theory in program planning, considerations, difficulties, overcoming methods, and support contents of online programs of youth leaders were investigated. Methodology: In June 2021, data were collected through semi-structured questionnaires targeting 10 youth leaders of various youth institutions, and supplemented through phone calls. Analysis was performed in the order of description, classification, and interpretation. Findings: Based on the 12 factors of Caffarella's interactive theory on program development, 21 key factors were derived. Youth leaders consider the burden, confusion, fear, and difficulties of youth to be inconvenient to resolve isolation. The participatory, interactive, and experiential online program was developed with existing budgets, equipment and facilities without additional support. In an online class context, it was difficult to identify the needs of youth and to promote and evaluate the program. For the online class, it is required budget, new manuals and training for equipment. The demand for youth who want to participate in the non-face-to-face program and the preferred times change. The youth leaders answered that they did not respond to the teaching plan and the learning transfer plan or did not consider it due to lack of time. Conclusions: More research and support are needed on the practical development and management of programs to solve the difficulties and needs of leaders in the field. In particular, additional research is needed on the causes and solutions of young leaders' lesson plans and pre-learning plans.
