『Jukdogojeung』 of Buktaekjeongseong was written in 1881(Meiji Era 14years) by directing from the Japanese minister of foreign affairs. Joseon government considered Japan's Ulleungdo disseizin on May 22 in the year as the invasion of the territory. Joseon made a protest with the Japanese minister of foreign affairs and decided to invest by sending Lee, Gyuwon in Ulleungdo. Under these circumstances, the research report was accomplished. "Songdo at that time was the island called Jukdo in Genroku Era 12 years, the territory was outside of Japan since early time". Ulleungdo was Joseon territory. On the other hand, he named Joseon's retrieving policy as 'empty-island policy' and tried to bring into relief the empty island as the deserted island in 『Jukdogojeung』 to distort Korean historical material.
Kitazawa Masanari concluded Jukdo was Joseon's territory, but deployed his logic, 'If I take the deserted land, that is my land', in 『Jukdogojeung』. The Japanese minister of foreign affairs took his logic and insisted Dokdo was the ownerless land in 1905. Dokdo was incorporated into Japan's territory. It was one of the reasons Kitazawa Masanari put the ownerless land of Dokdo or the native territory in0 『Jukdogojeung』 in practice.
